Pour boiling water over tea bags; cover & let stand 5 minutes. Remove tea bags & discard. Transfer tea to a 2-quart freezer container. Stir in 3 1/2 cups water & next 4 ingredients. Cover & freeze until firm. To serve, partially thaw until slushy. Pour equal amounts of slush mixture & ginger ale into serving glasses.
